Ho Chi Minh City has just requested the Department of Planning and Architecture to balance architectural and planning indicators for construction works within city blocks to ensure compliance with the 930-hectare zone regulations and to avoid increasing pressure on the technical infrastructure of the city center.

The People’s Committee of Ho Chi Minh City has just issued a directive regarding the handling of projects that have been granted construction permits but are slow to be implemented in the city center.

Specifically, for projects that have not yet commenced construction and whose construction permits have expired, investors wishing to continue construction must comply with Government Decree No. 59/2015/NĐ-CP dated June 18, 2015.

Ho Chi Minh City assigned the Department of Planning and Architecture to balance architectural and planning indicators for construction works within city blocks to ensure compliance with the 930-hectare zone regulations and to avoid adding pressure on the area’s technical infrastructure.

Accordingly, for projects that have already commenced but are suspended mid-construction, investors must continue implementing them in accordance with the granted construction permit within six months to ensure early completion and put the buildings into use, thereby maintaining the urban aesthetics of the city center. If, after this period, investors still fail to proceed, the Department of Construction will review and handle each case individually.

In addition, the relevant departments must require investors to complete their projects promptly for use, in order to preserve the urban aesthetics of the city center. Furthermore, new investment approvals will not be granted to these investors until their existing projects are completed. For projects where old structures have been demolished and the land is currently being leased for businesses such as parking, food and beverage services, etc., the city’s People’s Committee has assigned the Department of Planning and Investment, in coordination with the People’s Committees of Districts 1 and 3, to review and revoke existing or renewed business licenses at these sites and to not issue new ones.
